A county caucus and the county Democratic Committee will elect Lowndes delegates to the Georgia State Democratic Convention and new members of the Lowndes County Democratic Committee. Here’s a handy table of election dates, linked into the text of the insert distributed at the recent LCDP BBQ, plus PDF of that insert, which was prepared by Elections Vice Chair Dr. Dennis Marks. 2014 Democratic State Convention
Saturday, August 9th, 2014
DuBose Porter Convention Center, Dublin, Georgia
YOU can be a delegate to the 2014 Democratic State Convention! This is a wonderful opportunity to meet all the state-wide Democratic candidates.
Candidates for delegate and alternate need only be registered voters and residents of the County holding the election. They do not have to be members of the County Committee. They must provide written notice to the Caucus Chair of their intent to run as a delegate before the close of nomination and sign the following affidavit:
“I hereby make application to be an elected delegate and/or an elector of a delegate to the Democratic Party of Georgia State Convention. I believe in the goals of the Democratic Party of Georgia, am not a member of any other political party or body (as defined by the Georgia Election Code), and am not affiliated with any political group whose ideal, goals, and methods are incompatible with that of the Democratic Party of Georgia (as identified by the Executive Committee of the Democratic Party of Georgia).”
All State Committee members, regular and ex-officio, are automatically delegates to the convention. For Lowndes County, that would be
Laverne Gaskins, as Secretary of the Democratic Party of Georgia, and
State Committee members Gretchen Quarterman, Dennis Marks, and Linda Ray
In addition, each County may elect: two (2) times the number of delegates as they are allotted State Committee members AND the same number of alternates as they are allotted State Committee members. If the number of alternates is an odd number, the County can elect an additional alternate. For Lowndes County, that would be six (6) delegates and four (4) alternates.
Half of the total delegates (including alternates) shall be elected by Lowndes County Democratic Committee, at 10 AM, Saturday, July 19th, at the Lowndes County Democratic Party Headquarters, 1008 Slater Street, Valdosta. The Committee will elect three (3) delegates and two (2) alternates. For the names and term ending date of the members of the Lowndes County Democratic Committee, please see over. All Committee votes can be by signed paper ballot, a show of hands, or voice vote.
The other half of the delegates (including alternates) shall be elected by the County Caucus at 10 AM, Saturday, July 26th, at the Lowndes County Democratic Party Headquarters, 1008 Slater Street, Valdosta. Anyone can vote in the Caucus election so long as they are registered to vote and resident of the County and they sign the affidavit. All Caucus votes shall be by secret ballot.
As has been the case in the past, there is a voluntary delegate registration fee of $50.00 for each delegate to help offset the cost of the convention. This includes lunch at the convention.
One short speech may be made on behalf of those seeking to be delegates or alternates. Each voter can cast votes for up to the number of delegates selected.
The delegate selection must be gender balanced. The candidate who receives the most votes is elected first — alternate gender from that point. For example, if a female candidate gets the most votes, then the next male that receives the next highest number of votes is seated as a delegate. Process continues until all slots are filled. If there are not sufficient candidates to fulfill the gender requirement, then the candidate with the next highest number of votes is elected. If there are not enough candidates for all the positions, then they are left vacant.
After the election of State Convention delegates and alternates, the Caucus will divide by County Commission districts, then super-districts, then at-large, to elect half of the County Committee (those whose terms end in 2014) to four (4) year terms, ending in 2018. Current County Committee members are eligible for re-election.
Any vacant positions for delegates and alternates may be elected by a meeting of the [newly elected] County Committee at 6 PM, Monday, July 28th, at the Lowndes County Democratic Party Headquarters, 1008 Slater Street, Valdosta. Again, these delegates must be registered voters and residents of the County.
County Chairs must certify all delegates and submit contact information of all delegates to the State Chair by July 30th. If a special meeting is called for vacant positions than those names should be submitted by close of business on August 1st.
